History: Sailor Pluto/Setsuna's history can get a bit tangled, mostly because she has guarded the gates of time for so long and it is a place that is technically set OUTSIDE of time itself. Sailor Pluto has been guarding those gates since the Silver Millenium began, assigned the task by Queen Serenity herself and placed there from what appears to be the age of 10 to 13 (though the senshi age slowly as it is, so it is difficult to say for sure). Pluto is not allowed to leave the gates and is forced from this spot of isolation to watch the Silver Millennium fall to the powers of Chaos.
At some point in time, though it's hard to tell where it falls in Pluto's personal timeline, she is met by the future daughter of Sailor Moon, Chibiusa. Chibiusa stumbles into her realm by accident after a day of being bullied. Pluto comforts the child and quickly becomes friends with her after showing the tiny princess magic tricks. Unfortunately, this isn't enough to prevent Chibiusa from stealing a time key of Pluto's and traveling to the past. This happens after Crystal Tokyo is attacked and Chibiusa sees it as her chance to get help from the past to save her mother and others. However, when Chibiusa attempts to return to the future with Sailor Moon and others in tow, Sailor Pluto steps in to stop them. She was tasked with preventing the time gate from being used and nearly kills Sailor Moon and the others, but Chibiusa stops her from killing them just in time. Sailor Pluto lets the pass into the future, but is unable to actually help them accomplish their goal of saving the 30th century, even when Chibiusa turns dark side briefly. Pluto spends her time on the sideline until Prince Demande tries to connect the Silver Crystal of the past and future, which would end everything. Pluto can no longer sit back and stops time to prevent the crystals from meeting. However, this action costs Pluto her life and she dies shortly after Sailor Moon and Venus separate the crystals in the frozen Prince's hands. It is during this time that Chibiusa returns to her former self and also is able to become Chibi Moon, an act brought on by Pluto's death in her grief.
This is not the end of Pluto's story however. After she dies, Pluto is allowed to be reborn like the sailor senshi before her. She is reborn on earth as Setsuna Meioh. Setsuna's past as a mortal is unclear, although given her living conditions and such in the manga it can be assumed she came from a wealthy family of some kind. Setsuna, at first, seems to have no memory of her time as a sailor senshi or guardian of time. It isn't until she happens to pick up and is attacked by a plant from a member of an evil organization of aliens known as the Death Busters that she starts to remember her past life. It is during this time that she awakens and draws both Michiru and Haruka to her as fellow teammates, Outer Senshi.
After regaining her memories and reclaiming her task as a protector of the Solar System from the Outer Planets, she aids Haruka (Uranus) and Michiru (Neptune) in attempting to stop the Death Busters though Mugen Academy. It turns out that they have a secondary goal as well: to prevent the awakening of the mysterious Sailor Saturn, who would end all life as they knew it just as she did in the Silver Millennium. Unfortunately, Saturn awakens anyway after a major battle occurs and the Senshi are left mostly defeated. However, instead of ending the world, Saturn seals herself away with the invaders and Pluto seals the rift in the dimensions. Saturn is then reborn, again, and the three Outers take the baby away to raise her under their care.
Setsuna does not step in again until some months later. In that intervening time, Setsuna and the other Outer Senshi have been raising Hotaru as their own child, though she has been growing at an accelerated rate they cannot explain. Saturn is awakened once again, but this time with a dire warning and a new purpose as a senshi. The Outers are warned that their princess is in danger and they must once again step in to help. They are put through battles and nightmares, but once again the Senshi come out on top and force the bad guys away once more.
Recently, in the peace to come, Setsuna has taken on the guise of a nurse at the school Chibiusa and Hotaru are attending. She seems to enjoy it a lot and is very popular among the students. It is while this is taking place that Setsuna begins to wonder if the peace will last and in her sleep later that night finds herself in another world instead.
AU History: (Note: I spoke with our other Sailor Moon apps and they said they were fine with these changes to the history)

Setsuna was born into a very prestigious family of the upper crust that, until recently, kept their daughter in isolation from the rest of Union for two reasons: 1) to raise the perfect lady and 2) to teach her personally about the Divine Defense Force, an organization they had been involved in for generations and guarded several of their secrets. They did allow her one pokemon companion in the hopes that it would help keep her company as they raised her into the perfect lady.
Setsuna's elegance and shyness stem from this upbringing, though initially she brushed off her family's insistence that she take up the mantel of the Divine Defense Force because it seemed like a burden she was not ready for and wanted to be her own person. As she spent much of her time growing up alone, Setsuna studied and read quite a few books about history and mythology of the world. Whether it was these tomes or her own blossoming Enlightened abilities that pushed her to seek the world beyond her large mansion in Union is anyone's guess. Setsuna eventually compromised with her family that she would join the Divine Defense Force if they would allow her the right to pursue her own goals first.
And so, Setsuna enrolled in the public University with aspirations to become a Researcher/Historian, someone who took technology from the past and implemented it in the present. She found herself consistently drawn to the Old City and the books about their past and so when she started having dreams about the Savior and the calamity that befell them in a past life she wrote it off as fiction interfering in her life.
Other than that, things were fairly normal for Setsuna. It wasn't until recently when, during some research, she picked up on some strange readings outside of the city. Curiosity got the better of her and Setsuna left the city to investigate on her own. She encountered one of Tomoe's Grass-type experiments and was nearly drained of all of her energy before Haruka and Michiru found her and rescued her. When she saw the pair something stirred inside her and some of her memories of the past and her dreams became just a little bit clearer and she asked them to let her help in their mission. It was then that she accepted her duty as a continuing member of the Divine Defense force as her parents had wanted.
Setsuna felt more sympathy for Hotaru than perhaps the other two (possibly recalling her own loneliness growing up). She was brought in on their plan to watch over Hotaru and raise her from here on out. Though it's likely she'll retain her job as a Researcher just to keep an eye on things as well.
Canon Personality: Setsuna is very much the quiet type. She prefers to meditate over matters on her own and can even appear to be cold and stand-offish at times. Some would even go so far as to describe her as appearing sad or lonely. It's not that she does not enjoy the company of others, she's just not very adept at interacting with people due to her own past. Setsuna was always a solitary figure due to her duty as the guardian of the gates of time (a position that would not allow her to interact with anyone else other than Queen Serenity). After all that time, Setsuna is used to being on her own. This makes it difficult for her to open up to others, although because of Small Lady's interaction with her and the companionship of the Outer Senshi, she has learned to be a little more open. She is certainly not as emotional as most people, but her love and compassion for others runs very deep within her.
Thankfully, Setsuna has warmed up some since being allowed to live as a human with the other Outer senshi. She has a strong compassion for the other girls that makes her come across as almost a maternal figure. She also has a "weakness" to small children and will often act motherly towards them (ie Hotaru and Small Lady). It's not a surprise then, that inside Setsuna can be a very warm person. She does like to help other people, even if she cannot always do so directly. She is a very good listener and, being as old as she is, her wisdom also aids in her ability to help others. Unfortunately her sadness comes through in that sometimes she is unable to or even forbidden to help those she cares about due to her duties as a guardian of time. She is not supposed to change the past or stop time for any reason and the price is high if she uses these powers. As such, Setsuna spends a lot of time watching events happen and sadly doing nothing to stop them unless the need is great enough for her to make that sacrifice.
Her quiet nature aside, Setsuna does have passions that might seem odd for someone of her type. She is very much interested in fashion and sewing. She does not often have the chance to put this interest to practice, but it is an interest of hers none-the-less. It is because of this that Setsuna strives to be elegant and dresses such, even when the need might not call for it.
She also has a strong love for history (obviously) and science. She has spent her time as a human both as a nurse at a high school and as a Physics student at university. Setsuna spends a lot of her free time, when she isn't designing clothes, to read a variety of books and keep up-to-date on current science theories. Setsuna may not share the IQ of Ami, but she is a very knowledgeable and experienced woman. She is an excellent resource in any number of areas, not just the ones mentioned above.
Interesting to note, despite her powers and strength, Setsuna's greatest fear is of cockroaches.
AU Deviation: Setsuna is much more in line with her manga reincarnated counterpart than any version of Sailor Pluto that was stuck at the gates of time. While she'll still have an air of mystery and elegance about her, it isn't at quite the same levels as the sole guardian of the gates of time would have since she never had those centuries of experience all alone at the gates of time.
Setsuna won't have QUITE the crippling experience of loneliness that her canon counterpart would have. It isn't like her parents denied her ANY social interaction, just that it was very limited and well monitored as they raised her to be a proper lady of society. As such, Setsuna will still be quiet and reserved as she is in canon, but won't have that weight of loneliness and isolation that comes with being Sailor Pluto. This means too, of course, that Setsuna won't be quite as sad and might actually come across as MORE caring about other people. She was already a sucker for small children in canon, but now she will have the added bonus of wanting to care for others because she doesn't want children to end up like herself: cut off from the world.
It should also be noted that instead of cockroaches, this fear will be transferred to a fear of Bug-type pokemon. There isn't really any logical explanation for this fear, except perhaps in this universe she has a typing that is double weak to such creatures. Setsuna's desires to be a designer may also be played up as she takes on the role of costume making for the theater troupe. However, much like in canon, this will be a hobby more so than anything since she would still want to keep her role as a researcher (after all, it led her to the other girls, it may take her other places of importance as well).
Canon Abilities: Setsuna is a sailor soldier and guardian to the gates of time and princess of Pluto. She possesses certain powers because of this status, most of them connected to her sailor crystal and her garnet orb & rod. Her element, as you might guess, is time. Setsuna is Pluto's civilian form and in order to become Pluto she must use the Pluto Crystal and call out "Pluto Crystal Power, Make Up!"
As a senshi, she is stronger and faster than an average human. She is capable of hand-to-hand combat and calling on a great deal of energy-based attacks in order to fight. Setsuna is also very-much in tune with the flow of time and can often sense changes in the course of the time stream, especially if something major has occurred to disturb its natural flow. While Setsuna has some control over time/space, she was given several taboos which she must not break (but has broken anyway on one occasion or another): she must not travel through time, she must not abandon her post at the Door, and she must never cause time to stop. Of course, in the span of the manga, she has broken all three of the taboos and her life ended. These abilities are taboo for a reason.
Her most common attacks are as followed: Dead Scream (an energy blast attack), Chronos Typhoon (sends a blast of wind at the enemy for massive damage), and Garnet Ball (creates a shield using the Garnet Orb).
There are other powers that are available to her such as the Sailor Teleport and a sort of psychic link with the other sailors.
Oh, and she can perform small magic tricks with her Garnet Rod by saying "Abra Kadabra." Mostly this is making stuff appear out of nowhere and mostly for fun/to entertain Small Lady. Basic magician stuff really. She is very skilled at using the Rod as a weapon in combat and it has magical properties as well, mostly used in the attacks mentioned above.
Enlightened Abilities: Dark/Psychic; Analyst
Initial Ability- She will have abilities similar to Agility, Feint Attack, Light Screen, and Teleport. Setsuna will be speedy, but due more to her psychic ability than on wind or physical power. She will be adept at moving in the shadows and sneaking up on people, which has the added advantage of giving her an air of mystery about her. Not to mention that, with her typing, she will be immune to psychic abilities. Her talents certainly lie outside the realm of attack power as she has a higher stat in speed and special defense, this is evident in her Light Screen ability as well. She is just good with keeping people out and likes to avoid a fight if she can, seeing as her only attack abilities are similar to Feint Attack where she comes from the shadows to do so. Otherwise, she is just as likely to flee by teleporting away, though the move is short range and does not allow her to escape far.
First Evolution- Setsuna's attack stat will greatly increase upon her first evolution as more attacks will be at her disposal. Similar to abilities like Psybeam, Night Slash, and Dark Pulse will be added to her repertoire. Setsuna can use her psychic abilities to greater effect and move objects with greater ease. Her dark moves also take on a more deadly aspect as Setsuna is able to use the darkness and shadows more to her advantage and slash and strike with them. At this stage, while she does not have full-blown Future Sight yet, she can sometimes sense oncoming danger or gets "feelings" about events that are to unfold. They are never clear though. What is stronger is that, in conjuction with her Analyst ability, she can see people's pasts and get a sense for where a person has come from and who they used to be. But, again, this is never 100% clear, it's more like a feeling.
Second Evolution- Setsuna is more attuned to the universe now and possesses attacks similar to the moves Night Daze, Future Sight, Dark Void, and Psyshock. Setsuna has mastered both her dark and psychic sides and utilizes them to great effect. She can see into the future very clearly for short time spans and can use this especially to her advantage in battle. She is able to completely conceal herself and others in dark shadows and can use them to travel through as well. Her abilities are now less about reading other people and about dealing complete and utter metal damage on her opponent. She radiates darkness now, but because of her psychic ability it is muted as a kind of stronger mystery.
No item to start, though like her fellow Outers she will gain an enhanced item eventually that is similar to her Garnet Orb/Rod.

Notes/Special Considerations: Along the same lines as the other Outer senshi apping. Access to her Garnet Orb/Rod talisman at some point and her connections to the original Savior via reincarnation, perhaps even being able to regain memories of that at some point? I'll mostly be going along with whatever occurs to the other senshi as I think we're trying to maintain ties between them. We tossed around the idea that the item may be tied to Celebi, but if we need to work out something else for the Talismans that is fine.

Setsuna sits thoughtfully for a moment, poised and calm as usual. She has been waiting for this opportunity for a long time now and isn't about to let some odd questions get the better of her. She really desires this position. As the interview for the job begins she carefully considers each question before replying:
-What do you feel your role in Union is?
I feel that my role is to help connect our past to our present and future. While we may look back on our ancestors and try to make judgement about how they treated Pokemon, it cannot be denied that they had some truly fascinating technologies that could still benefit us today. I want to be able to help Union improve upon its roots so that we can see a future where both Pokemon, human, and Enlightened can all live in true peace. That is why I wish to be a Researcher, so I can help find those connections for us and push us towards that peace.
-What strengths make you most qualified for your role within Union?
Researchers are called upon to create new technologies for the city and to educate through the university possible implications of their research, correct? I believe my ability to see details that others cannot and my own passion for history make me qualified for such a task. We cannot move forward if we do not learn from the past and I think it is important that researchers don't just dwell in the possibilities of the future, but look to the past as well. My knowledge of history is extremely important for that.
-What do you seek for humanity’s future?
Is it not obvious after the previous questions? I seek the continued peace between Pokemon, human, and Enlightened. I want us to continue to grow together and learn from our past mistakes as we better ourselves. No one can ever be perfect, but we can certainly continue to learn...just as the Savior wished of us to.
-What does the story of the Savior mean to you?
I believe it is a story of hope. That even when humanity has reached it's lowest, darkest point and is in the thrall of war, that we are not ALL overcome by that darkness. There is always goodness in people and we just have to remember to look for it. The Savior went to such great lengths to sacrifice herself all because she believed in humanity's inherent goodness. She believed when no one else did that we could be forgiven. If that is not hope, then I do not know what that word means.
-You plunge into the depths of the Old City. What is it that you seek from the past? Treasure, technology, wisdom?
[Slight smile] I believe it goes without saying that I would want to find wisdom. We can learn a lot from the past and it can prevent us from repeating their mistakes and ending up in a situation similar to their's or worse if we are not careful.
-What do you look for in the Pokémon with whom you bond?
[Here she shudders.] I suppose as long as it is not a Bug-type pokemon...I'm not sure what other traits I would look for. I would like companions who are sweet and not so eager to fight. I think as long as we could get along and they didn't mind that I get wrapped up in my work, we would be okay. Otherwise, I don't think I have much of a preference just...no bugs, please.

Setsuna won't have QUITE the crippling experience of loneliness that her canon counterpart would have. It isn't like her parents denied her ANY social interaction, just that it was very limited and well monitored as they raised her to be a proper lady of society. As such, Setsuna will still be quiet and reserved as she is in canon, but won't have that weight of loneliness and isolation that comes with being Sailor Pluto. This means too, of course, that Setsuna won't be quite as sad and might actually come across as MORE caring about other people. She was already a sucker for small children in canon, but now she will have the added bonus of wanting to care for others because she doesn't want children to end up like herself: cut off from the world.
It should also be noted that instead of cockroaches, this fear will be transferred to a fear of Bug-type pokemon. There isn't really any logical explanation for this fear, except perhaps in this universe she has a typing that is double weak to such creatures. Setsuna's desires to be a designer may also be played up as she takes on the role of costume making for the theater troupe. However, much like in canon, this will be a hobby more so than anything since she would still want to keep her role as a researcher (after all, it led her to the other girls, it may take her other places of importance as well).
Canon Abilities: Setsuna is a sailor soldier and guardian to the gates of time and princess of Pluto. She possesses certain powers because of this status, most of them connected to her sailor crystal and her garnet orb & rod. Her element, as you might guess, is time. Setsuna is Pluto's civilian form and in order to become Pluto she must use the Pluto Crystal and call out "Pluto Crystal Power, Make Up!"
As a senshi, she is stronger and faster than an average human. She is capable of hand-to-hand combat and calling on a great deal of energy-based attacks in order to fight. Setsuna is also very-much in tune with the flow of time and can often sense changes in the course of the time stream, especially if something major has occurred to disturb its natural flow. While Setsuna has some control over time/space, she was given several taboos which she must not break (but has broken anyway on one occasion or another): she must not travel through time, she must not abandon her post at the Door, and she must never cause time to stop. Of course, in the span of the manga, she has broken all three of the taboos and her life ended. These abilities are taboo for a reason.
Her most common attacks are as followed: Dead Scream (an energy blast attack), Chronos Typhoon (sends a blast of wind at the enemy for massive damage), and Garnet Ball (creates a shield using the Garnet Orb).
There are other powers that are available to her such as the Sailor Teleport and a sort of psychic link with the other sailors.
Oh, and she can perform small magic tricks with her Garnet Rod by saying "Abra Kadabra." Mostly this is making stuff appear out of nowhere and mostly for fun/to entertain Small Lady. Basic magician stuff really. She is very skilled at using the Rod as a weapon in combat and it has magical properties as well, mostly used in the attacks mentioned above.
Enlightened Abilities: Dark/Psychic; Analyst
Initial Ability- She will have abilities similar to Agility, Feint Attack, Light Screen, and Teleport. Setsuna will be speedy, but due more to her psychic ability than on wind or physical power. She will be adept at moving in the shadows and sneaking up on people, which has the added advantage of giving her an air of mystery about her. Not to mention that, with her typing, she will be immune to psychic abilities. Her talents certainly lie outside the realm of attack power as she has a higher stat in speed and special defense, this is evident in her Light Screen ability as well. She is just good with keeping people out and likes to avoid a fight if she can, seeing as her only attack abilities are similar to Feint Attack where she comes from the shadows to do so. Otherwise, she is just as likely to flee by teleporting away, though the move is short range and does not allow her to escape far.
First Evolution- Setsuna's attack stat will greatly increase upon her first evolution as more attacks will be at her disposal. Similar to abilities like Psybeam, Night Slash, and Dark Pulse will be added to her repertoire. Setsuna can use her psychic abilities to greater effect and move objects with greater ease. Her dark moves also take on a more deadly aspect as Setsuna is able to use the darkness and shadows more to her advantage and slash and strike with them. At this stage, while she does not have full-blown Future Sight yet, she can sometimes sense oncoming danger or gets "feelings" about events that are to unfold. They are never clear though. What is stronger is that, in conjuction with her Analyst ability, she can see people's pasts and get a sense for where a person has come from and who they used to be. But, again, this is never 100% clear, it's more like a feeling.
Second Evolution- Setsuna is more attuned to the universe now and possesses attacks similar to the moves Night Daze, Future Sight, Dark Void, and Psyshock. Setsuna has mastered both her dark and psychic sides and utilizes them to great effect. She can see into the future very clearly for short time spans and can use this especially to her advantage in battle. She is able to completely conceal herself and others in dark shadows and can use them to travel through as well. Her abilities are now less about reading other people and about dealing complete and utter metal damage on her opponent. She radiates darkness now, but because of her psychic ability it is muted as a kind of stronger mystery.
No item to start, though like her fellow Outers she will gain an enhanced item eventually that is similar to her Garnet Orb/Rod.

Notes/Special Considerations: Along the same lines as the other Outer senshi apping. Access to her Garnet Orb/Rod talisman at some point and her connections to the original Savior via reincarnation, perhaps even being able to regain memories of that at some point? I'll mostly be going along with whatever occurs to the other senshi as I think we're trying to maintain ties between them. We tossed around the idea that the item may be tied to Celebi, but if we need to work out something else for the Talismans that is fine.

Setsuna sits thoughtfully for a moment, poised and calm as usual. She has been waiting for this opportunity for a long time now and isn't about to let some odd questions get the better of her. She really desires this position. As the interview for the job begins she carefully considers each question before replying:
-What do you feel your role in Union is?
I feel that my role is to help connect our past to our present and future. While we may look back on our ancestors and try to make judgement about how they treated Pokemon, it cannot be denied that they had some truly fascinating technologies that could still benefit us today. I want to be able to help Union improve upon its roots so that we can see a future where both Pokemon, human, and Enlightened can all live in true peace. That is why I wish to be a Researcher, so I can help find those connections for us and push us towards that peace.
-What strengths make you most qualified for your role within Union?
Researchers are called upon to create new technologies for the city and to educate through the university possible implications of their research, correct? I believe my ability to see details that others cannot and my own passion for history make me qualified for such a task. We cannot move forward if we do not learn from the past and I think it is important that researchers don't just dwell in the possibilities of the future, but look to the past as well. My knowledge of history is extremely important for that.
-What do you seek for humanity’s future?
Is it not obvious after the previous questions? I seek the continued peace between Pokemon, human, and Enlightened. I want us to continue to grow together and learn from our past mistakes as we better ourselves. No one can ever be perfect, but we can certainly continue to learn...just as the Savior wished of us to.
-What does the story of the Savior mean to you?
I believe it is a story of hope. That even when humanity has reached it's lowest, darkest point and is in the thrall of war, that we are not ALL overcome by that darkness. There is always goodness in people and we just have to remember to look for it. The Savior went to such great lengths to sacrifice herself all because she believed in humanity's inherent goodness. She believed when no one else did that we could be forgiven. If that is not hope, then I do not know what that word means.
-You plunge into the depths of the Old City. What is it that you seek from the past? Treasure, technology, wisdom?
[Slight smile] I believe it goes without saying that I would want to find wisdom. We can learn a lot from the past and it can prevent us from repeating their mistakes and ending up in a situation similar to their's or worse if we are not careful.
-What do you look for in the Pokémon with whom you bond?
[Here she shudders.] I suppose as long as it is not a Bug-type pokemon...I'm not sure what other traits I would look for. I would like companions who are sweet and not so eager to fight. I think as long as we could get along and they didn't mind that I get wrapped up in my work, we would be okay. Otherwise, I don't think I have much of a preference just...no bugs, please.
