Chapter Guidecanon point: Act 50 - Stars 1; The senshi have just defeated Queen Nehellenia and restored peace for the Earth. The girls, including Setsuna, are settling back into civilian life and hoping for some peace.
background: Setsuna Meiou is a young woman who lives on Earth circa 1990s and the technology is about what you would expect for that era. While the Earth is mostly the same, there are obviously some elements that make it, well, different. There is the existence of sailor soldiers, guardians of various heavenly bodies throughout the galaxy that defend their planets with special abilities and powers given to them through their star seeds. Not many people know of their existence on Earth, except to consider them super heroes.
Setsuna is a part of a group of reincarnated warrior women who defend the Earth and its inhabitants from beings outside the solar system/dimension/time who would wish to do it harm. Specifically they look after the princess and future queen of a lunar based society that was wiped out by this evil millennium ago: Serenity.
Setsuna was reincarnated from a being known as Sailor Pluto who was tasked with guarding the gates of space/time from outside invaders who might wish to use it for destructive purposes. She is an anomaly because she seems to exist both as Setsuna the human and as guardian of the gates of time (which, as you might guess, exist outside time itself) simultaneously. In the past, three severe taboos were placed on her by the previous queen. However, with Usagi (Serenity) taking the thrown in the 30th century, those taboos may have been removed due to the fact that Pluto has been given a new assignment and purpose that allows her to be outside of the gates of time: protecting the princess and her consort.
Most of the significant events within canon focus on Usagi/Sailor Moon/Serenity as a focal point. She is what all of the evil/Chaos in the universe is after and part of Sailor Pluto and the other sailor soldiers' job is to protect her from that destructive force. Pluto is a part of the Outer soldiers who are considered more ruthless and powerful than their Inner counterparts because, in the past anyway, they were often expected to fight alone and be the first line of defense against outside invasion.
In the present, as it were, Setsuna/Pluto has worked much more closely with the Inner senshi than she would have in her past life. This bonding between the soldiers has allowed for power-ups and for the team to actually become stronger than they once were through the power of friendship and camaraderie, all in an effort to fight for and protect the Earth and specifically their Princess.
While the future has been shown to be flexible because of these changes and various shifts throughout the story, the fact remains the same that Sailor Pluto eventually goes on to become a good friend of Small Lady, the Queen and King's first born daughter. She is both a friend and confidant for the young pink-haired princess, though according to the outlook of the future Pluto is back to her duties as sole guardian of the gates of time and does not assume her role as civilian Setsuna Meiou quite as much any more. Not much is known about the future, only that Sailor Moon took over as Neo Queen Serenity and led the earth into 1000 years of peace...leading in to the 30th century and the events that unfold there.

Setsuna is very much the quiet type. She prefers to meditate over matters on her own and can even appear to be cold and stand-offish at times. Some would even go so far as to describe her as appearing sad or lonely. It's not that she does not enjoy the company of others; she's just not very adept at interacting with people due to her own past.
Setsuna was always a solitary figure due to her duty as the guardian of the gates of time (a position that would not allow her to interact with anyone else other than Queen Serenity). Queen Serenity is the one that originally placed the three taboos on Pluto when she was given this position, when she was still very young. The taboos were as followed: she must not travel through time, she must not abandon her post at the Door, and she must never cause time to stop. While no punishment is expressly defined for her, she was told that if she were to break the last taboo (stopping time) that her life would end. Putting such a heavy rule on one so young, is what contributed to Pluto’s serious nature. She does not abide by those who would break the rules or flaunt them in her face. She can be very ruthless in that regard, although since all of the taboos were broken at one point or another she isn’t completely black and white in her interpretation of the rules. However, tell a girl she’ll die if she uses a power, and she is going to seriously think things through before utilizing them. Within the manga, Pluto only makes use of the final taboo once and it was to sacrifice her to save Small Lady and to prevent the collapse of the universe itself. So, she’ll break the rules, but only as a last resort and she’ll be willing to die for it if that is what is meant to be.
The Outers Senshi, including Pluto, was placed on the far edges of space to guard the Silver Millennium from outside invaders. As such, Pluto did not get many opportunities to make friends in her past life and certainly that continued into the future when her only friend turned out to be Small Lady who saw her only loneliness reflected in Pluto’s existence. After all that time, Setsuna is used to being on her own. This makes it difficult for her to open up to others, although because of Small Lady's interaction with her and the companionship of the Outer sailor soldiers, she has learned to be a little more open. She is certainly not as emotional as most people, but her love and compassion for others runs very deep within her. She does not always let it show and even tells Small Lady that one way of showing your love for others is by watching over them from afar. Setsuna may not show her affection and concern in overt ways, but that does not mean she is completely as cold and distant as her guardian planet would demonstrate.
The people she does make friends with become very dear to her because they are so few and far between. She’s not used to having people in her life so this can be a new experience and one she actually seems to enjoy. Contrary to her introverted nature, she does not enjoy the isolation her duty demands of her. However, she also understands deeply the weight of her duty and puts that above all else. When they are tasked with stopping Sailor Saturn from awakening, Setsuna aligns herself with Haruka and Michiru in killing Hotaru, even though she knows the others do not approve. Setsuna does not sway in her task in killing Hotaru until it is proven that Sailor Saturn is not the entity they believe her to be.
Thankfully, Setsuna has warmed up some since being allowed to live as a human with the other Outer sailor soldiers. She has a strong compassion for the other girls that make her come across as almost a maternal figure. She also has a "weakness" to small children and will often act motherly towards them (ie Hotaru and Small Lady). It's not a surprise then that inside Setsuna can be a very warm person. She does like to help other people, even if she cannot always do so directly. She is a very good listener and, being as old as she is, her wisdom also aids in her ability to help others. Unfortunately her sadness comes through in that sometimes she is unable to or even forbidden to help those she cares about due to her duties as a guardian of time. She is not supposed to change the past or stop time for any reason and the price is high if she uses these powers. As such, Setsuna spends a lot of time watching events happen and sadly doing nothing to stop them unless the need is great enough for her to make that sacrifice.
Her quiet nature aside, Setsuna does have passions that might seem odd for someone of her type. She is very much interested in fashion and sewing. She does not often have the chance to put this interest to practice, but it is an interest of hers none-the-less. It is because of this that Setsuna strives to be elegant and dresses such, even when the need might not call for it. This elegance is reflected not only in her dress but also in her behavior. She speaks to people with a great deal of politeness and does not raise her voice very often at all.
She also has a strong love for history (obviously) and science. She has spent her time as a human both as a nurse at a high school and as a Physics student at university. Setsuna spends a lot of her free time, when she isn't designing clothes, to read a variety of books and keep up-to-date on current science theories. Setsuna may not share the IQ of Ami, but she is a very knowledgeable and experienced woman. She is an excellent resource in any number of areas, not just the ones mentioned above. She’s worked with scientists on a number of occasions in her new life and, as such, when she talks she comes across as a very intelligent and well-informed individual.
Unfortunately, canon does not provide many examples of what Setsuna is like when she meets someone new as there are not many instances of characters outside of the sailor senshi and the few supporting characters involved with them (ie the cats, a few parents, etc). However, based on her first encounters with Small Lady and later the college students that work with Setsuna, one can assume a few things. First, most people when they meet Setsuna are immediately struck by her dark complexion and beauty. She is a naturally gorgeous and elegant woman that carries herself as such. Some have even gone so far as to use the term goddess. This can come across as intimating to some or just put them in awe, but it’s not something that Setsuna focuses on when thinking about herself. She does concern herself with other people’s problems, often before her own, since the nature of her duty as a soldier is to rescue other people. The example here is supported by her encounter with Small Lady who first meets her when she was upset. Pluto’s concern is not that a young girl has broken into the gates of time, but that the Small Lady is not harmed.
Interesting to note, despite her powers and strength, Setsuna's greatest fear is of cockroaches.
When Setsuna arrives in Knowhere it is likely that she will do all in her power to investigate the anomalies that are causing the breaks in time and space. She is a naturally inquisitive person that would find such events extremely troubling. She might throw herself more into this problem than anything else simply because she would feel it is her duty to solve these kinds of problems. Of course, eventually she would start socializing in other kinds of ways, mostly to get to know people that might have some insight on the problem and to relieve her own loneliness now that she is no longer around the other girls. Also being the maternal figure that she is to many of the girls, she would easily step into this role aboard the station as well. She would want to help people, though her main goal would be returning to her own time and place to continue her duty as a guardian soldier.
powers and abilities: Setsuna is a sailor soldier and guardian to the gates of time and princess of Pluto. She possesses certain powers because of this status, most of them connected to her sailor crystal and her garnet orb & rod. Her element, as you might guess, is time. Setsuna is Pluto's civilian form and in order to become Pluto she must use the Pluto Crystal and call out "Pluto Crystal Power, Make Up!"
As a sailor soldier, she is stronger and faster than an average human. She is capable of hand-to-hand combat (or using her talisman the garnet orb & rod) and calling on a great deal of energy-based attacks in order to fight. Setsuna is also very-much in tune with the flow of time and can often sense changes in the course of the time stream or spacial anomalies, especially if something major has occurred to disturb its natural flow. Suffice to say Knowhere is going to give her a bit of a headache. While Setsuna has some control over time/space, she was given several taboos which she must not break (but has broken anyway on one occasion or another): she must not travel through time, she must not abandon her post at the Door, and she must never cause time to stop. Of course, in the span of the manga, she has broken all three of the taboos and her life ended. These abilities are taboo for a reason. If she were to use them in game she would die, so that is hopefully limit enough...but if not we can say that her ability to even use these powers is nixed. We can even go so far as to say the major fluctuation in space/time have interfered with her ability to connect with the gates of time, hence stopping her from getting a "get out of Knowhere free card."
Her most common attacks are as followed: Dead Scream (an energy blast attack), Chronos Typhoon (sends a blast of wind at the enemy for massive damage), and Garnet Ball (creates a shield using the Garnet Orb).
Rarer attacks include Dark Dome Close and Time Stop. Dark Dome Close is an ability Pluto uses to seal off the Space-Time Door. Time Stop is her aforementioned taboo ability to freeze time, an attack so powerful it ends her life and the ability stops when she is dead.
There are other powers that are available to her such as the Sailor Teleport and a sort of psychic link with the other sailors, however this is more of a group effort and isn't something she can do on her own.
Oh, and she can perform small magic tricks with her Garnet Rod by saying "Abra Kadabra." Mostly this is making stuff appear out of nowhere and mostly for fun/to entertain Small Lady. Basic magician stuff really. She is very skilled at using the Rod as a weapon in combat and it has magical properties as well, mostly used in the attacks mentioned above.

Setsuna is a guardian and protector at her core, charged with protecting her princess at all costs. Due to this, Setsuna is often desiring peace above all else. In times of peace, she does not have to worry about her princess so much. She is aware enough to know that her princess’s power draws all kinds of attacks so that peace will not last, but she desires it all the same. Even with that aside, Setsuna is a calming presence for the other girls. While in the past she has worked alone, she is probably the first of the Outer sailor soldiers to truly desire working together and alongside the Inner sailor soldiers. Not to mention that maintaining the order in the universe and especially where time/space is concerned is an important duty for her. She becomes very upset or troubled when those balance shifts. Order is very important in her life. Because of these reasons the Soul Gem would have likely chosen to bond with her.

thread sample: Old Game Threadlog sample: Setsuna was beginning to regret having come to Starlin’s Bar. It was not one of her normal hangouts around the station, but she knew she was beginning to fall back on her isolation tendencies without the other girls present. She wasn’t as socially adept as some of the other girls, even Haruka and Michiru had far better skills at social interaction than she did. It took effort for Setsuna to reach out and make friends with others outside of her circle of influence. She thought coming to Starlin’s Bar might help that endeavor since a lot of people staying on the station concentrated there. However, she hadn’t thought it through that most of those people here were probably not going to share her same interests. She looked down at her not-quite-tea drink and sighed, this had been a terrible decision.
However, it was about to get worse. The noise level started to pick up around her and Setsuna looked up when she heard people shouting at one another. The sound of curses and name calling quickly turned into the sound of fists against flesh and furniture being broken. She was taken completely by surprise when an iridescent blue skinned humanoid was thrown onto her table. Setsuna jumped up from her seat and away from the table, eyes wide with surprise. Oh yes, this had been a very bad idea. Her gaze flickered to where the fight was continuing and then back to the man on her table, she tentatively reached out, “Are you all right?”
She wanted to get out of here, but being probably one of the few in this bar with any medical training (even if it was just the basics for being a school nurse). Being here had brought thoughts of all the girls at one point or another, Setsuna just couldn’t help herself sometimes. It was why now she was reaching out to help a stranger. It was something that Usagi or Small Lady would have done. It was as close as she could be to them right now.
The man grunted and sat up, “Fine. Just fine. Lady you better get out of here.” He rolled off of the table, “This is no place for a classy lady such as yourself. Especially right now.” He looked over at her and nodded towards the door.
Setsuna flushed slightly but stood her ground, “I’ve dealt with worse than bar fights. I think I need to make sure no one else is hurt.” Still, she didn’t want to get caught up in a fist fight, that wasn’t exactly her area of expertise. He gave her a skeptical look that she’d dealt with anything worse than a broken nail. She stood taller, not wanting to be underestimated. But perhaps she had underestimated the bar fights of a place like this because suddenly there was a roar and a large ape-like creature with tusks and white fur came charging out of the concentrated area of the fight. Setsuna grabbed at the blue man and they both flung themselves out of the path of the rampaging patron. Setsuna pushed herself up when it was past her, “This is definitely not my place.”
“Agreed,” the man muttered. He eyed the area where the brawl had taken place and noticed it was starting to clear up. Apparently a rampaging alien would do that.
Setsuna caught him eyeing her. “What?”
“Just thinking there are much better places here for you to be. So I’m just curious about what brought you here.”
She fell quiet for a moment. Thinking of the strange circumstances that had brought her to this station far from the space and time she was familiar with, although she knew that was not what he was referring to in this instance. Setsuna brushed her hair back and answered, “I suppose I was just lonely. This place is much livelier than most of the other places I visit here.”
